There isn't a tab under a User's profile to allow them to edit or view their notifications......how does this get added?

I installed the sub-modules, I gave permissions.....

Seems the person's website I am working on (not my creation) did everything they could to substitute a custom profile and eliminate user accounts areas. So that answer my own question. Look for it if you don't see the proper tabs in a site you are working on.
