Does user get digest of all content and comments or may they choose which nodes, types, or author's to receive digests from?

The node types that will generate notifications is global and is set by an administrator (i.e. this is not something the user may choose). There is no higher resolution setting for selecting what generates notifications in the Notify module.

For per user and per node resolution, you probably should look for another notification module. This page gives you an overview of the available notifications modules and how they compare.
