It is not possible to change the notification settings for other users, even with admin access.

This is necessary, for example, if the user writes you something like "I have no idea how to do it."

What should be possible is to add a notification (new content posted) to a user role, so that all editors can be notified of new stories, all moderators can be notified of new forum posts, etc.
