Convert "checkboxes" to actual checkboxes

Is there a reason that the "checkboxes" are not actual checkboxes?

I understand that the way they look is an improvement over standard checkboxes, but that look could still be accomplished css.

If javascript is not present or broken for some reason, the current method will not work.

If there is any interest in converting the form to checkboxes, I will be happy to post a patch.
