Switching from orderable to non-orderable and back on save from the module settings page

Problem/Motivation

After adding changes https://git.drupalcode.org/project/nodeorder/-/commit/49f49b4c710c718133..., it became possible to configure orderable state of vocabularies from the module settings page.

After saving the settings, from the module settings page, should start a process (https://git.drupalcode.org/project/nodeorder/-/blob/2.x/nodeorder.module...) identical to switching the orderable state on the vocabulary settings page.
