There has not been any work done on the Views portion of this module yet, so it's identical to the 2.x branch. I don't think this is related? There could be a module that is throwing this error. In fact, every time I upgrade a site that has the 6.x branch of http://drupal.org/project/config_perms installed, I get the same foreach() warning.

I can confirm that I'm getting the same error message after upgrading from 2.1 to 3.x

Applying this patch to the latest 3.x-dev version of Views fixed the issue for me.
