Is the beta's code base locked down or will the dev changes be rolled into the beta or maybe a beta2? Is dev a fixed/improved version of the beta or is it a next/separate version?

I'm just trying to understand which version I should start with but I can't tell.

The beta version worked fine when I used it in a project some months ago. I also wrote a blog post about it, including how I solved a problem with multilingual sites.

Use released versions. Don't use dev unless you want a headache. The full release will be out soon.
