Is it possible to reorder blocks per node?

As example I have two blocks;
block 1
block 2

On node 1, the order need to be:
block 2
block 1

On node 2, the order need to be:
block 1
block 2

Is this possible? Dragging the blocks in the interface doesn't work for me?

Yes this should be possible. Dragging the blocks is broken for you or is it broken upon display?
