If you create a NL node and open it in EN context, .e.g /en/node/14, you don't get the selected blocks. The entire node is NL, and the entire node is displayed, even though the context is EN. That's good IMO. The blocks should be displayed too. Might be tricky though, because you have to know in which language the current node is being displayed. Maybe it's not tricky...
