how do i get this import the heirarchy? always says:
Input error: is not allowed for test (not a term or synonym in test).

[taxonomy] => Array
        (
            [8] => Array
                (
                )

        )

i need to create the terms on the fly, not before hand...
csv sample:

Rescue || EMS Systems
