Consider unsupported minor releases as warning, not critical

Problem/Motivation

We currently follow the severity of the status report for unsupported minor releases of contrib and report them as a critical alert that needs attention.

With minor releases, this will happen more often, and currently, contrib projects need to to rolling release cycle configurations similar to core, which is overkill for most projects (#3436596: Release series should follow major version for contrib projects).
