I got the solution below in modal_forms_login.js

Drupal.displayAjaxError = function (message) {

  if($("#modal-content .messages.error").length > 0){

    $("#modal-content .messages.error").html('Sorry, there have been more than 5 failed login attempts for this account. It is temporarily blocked.');

  }else{

    $("#modal-content").prepend('<div class="messages error"><h2 class="element-invisible">Error message</h2>Sorry, there have been more than 5 failed login attempts for this account. It is temporarily blocked. Try again later or <a href="/?q=user/password">request a new password</a>.</div>');

  }

}
