Forbidden Error

Hello,

A few days ago I installed Modal Forms and all the other required Modules. I wanted to use this modal because it has an option for log in using Colorbox.

When I go in to configure the Module I click Enable for Log In Links and then click show links and open them in a Modal.
This is the URL I receive when configuring this setting:
http://montereyrotary.org/development/#overlay=admin/config/development/...

After I hit save the same configuration screen comes up, but none of the setting are changed and this is the new URL:
http://montereyrotary.org/development/admin/config/development/modal_forms

I then went through and clicked the checkboxes again and hit save. After doing so I get this Error Message.

Forbidden

You don't have permission to access /development/admin/config/development/modal_forms on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I have asked several people but no one seems to know what could be causing this. Any help would be greatly appreciated.
