In the current dev version (6.x-1.x-dev released on Oct 7, 2010), the mobile_tools_roles.inc file is not properly included in the module, causing the "Mobile Roles" page and all user editing pages not to load. This can be corrected by adding in the "include(dirname(__FILE__) . '/mobile_tools_roles.inc');" line back into mobile_tools.module.

This was caused by a missing 'file' argument in the hook_menu.

I fixed this now.
