no device detection module

In mobile tools configuration settings under theme switching there's no radio button for "switch theme for a mobile device."

ONLY
No theme switch
and
Switch theme based on the URL

Furthermore, mobile tools is not visible in the external modules tab under
"Device detection module"
"No device capability modules installed"
-Am i missing a step in the installation process?? I have clearly read the instructions and the installation went just fine
