Required fields aren't validated

My class looks like this.

When migrating the users from CSV file, all users are created despite empty e-mails.

Expected behaviour is to fail the rows which has empty required fields, such as e-mail address, but instead I've got imported empty fields. Tested with dev and it's the same thing.
