Hi,
I was wondering if it possible to define metatags by content with Metatags Drupal 8 's version?
I can't see the form in content editing that I had on Drupal 7's version.

What you need to do is add a "Metatag" field to the content type, then you'll be able to override the meta tags for any node of that type. This also works for all other entity types, just add a Metatag field if you need to override the defaults on a per-object (i.e. per page) basis.
