Hello.
It seems the region "Front-Welcome" is misplaced a little bit to far down and left compared to where you can visually "see" the block content.
Which makes the marquee text uses unnecessarily complicated as the text is misaligned. The same goes for other content placed in the block, making is close to useless.
Any ideas on how to adjust the region so it is placed correctly?

How is it a theme feature that the block region and the visual placements are wrong? It makes the region useless because you cant put anything there.

I have found that height is being applied to that region. I am providing a patch for this.
