Instalation in http://drupal.org/project/media_dev says to install drush make
http://drupal.org/project/drush_make

, but drush make does not have 7.xx module just 6.xx.

So how to procedd now?

Drush make is (Drupal-)version independent (like Drush is), so you should be fine using the 6.x version of Drush make.
