I can't find the admin config page for this module? In D7 i think it is under Configuration -> People.

There's no configuration page anymore, please check help page - the main settings are permissions now

Thanks @andypost. I guess a common issue with many modules in D8... losing features from D7 version. I'll change this to a Feature Request.

There was idea to port masquerade_advanced module for that but then nobody asked for it, and now other contrib modules extend this one
So probably better create new block in separate module because it will be tricky to cache it and check access
