Bloc appearing only for admin role

Hi,

I've setup a configuration with user 1 / admin role and it works just fine, switch back included.
However when I put the exact same configuration for a moderator role, the masquerade block just doesn't appear, and this:
- By checking the appropriate roles in the Masquarade admin UI
- By checking the appropriate roles in the bloc configuration
- And even if I give the role all the permissions related to Masquerade.

I can't see what I'm doing wrong, any help/hint would be greatly appreciated, thanks!
