Fatal error: Class 'Mage_ApiExtend_Helper_Data' not found

When I went to create a webservice role in Magento I recived this error "Fatal error: Class 'Mage_ApiExtend_Helper_Data' not found". The error specified the problem at "/magento/app/code/core/Mage/Core/Model/App.php on line 859" I was unable to access the create new role page so I could not continue my installation. I will try to uninstall the API Extend Extension from Magento and then create a webservices role and user then reinstall it. I will post whether I succeeded setting up Magento or not when trying out this process.
