Integrate more settings and functionality from the Suppress Search project [#613536]

The Suppress Search project has some additional settings that would be useful to Search Lucene API in terms of taking over the core search module. (Thx scotjam).

Added setting to prevent core search from updating the index in commit #280598. All other functionality currently exists in one form or another in Search Lucene API with the exception of the "Empty core search index" button. I don't see a need for this since the core index will not be updated. If there is a desire for this setting, a separate feature request should be opened.
