Rules action to create a one-time login?

I'm pretty sure that this is a feature request. If not, please let me know how to do this.

I would like to be able to send a customized email to a user that includes a one-time login. The rule would be used by VBO, not a user event.

So, to include the one-time URL for a given user, I think that there would need to be a rules action that takes user as an input and provides the link, which could then be included in the customized email.

Is there any chance that this could be included? Is there a better way to do this using rules?
