I don't understand what you mean by "listed to be in the 7.x-2.3 release", can you explain specifically what needs to be done? migrate_ui is a submodule in the Migrate project, and the 7.x-2.3 release of Migrate includes it - migrate_ui.info does identify it as 7.x-2.3. The comment you link to points to this link, but I don't understand how I would get migrate_ui to show wherever you're expecting it: http://localize.drupal.org/translate/languages/de/translate?project=migr...

Per #1525738: *.po-files of enabled sub-modules are not imported, this seems to be an issue with localize.drupal.org, there's no problem in the Migrate module.

Migrate UI module is part of the Migrate package. Translations are per project and not per module.

As http://drupal.org/node/1624204#comment-6099500 (#1) shows, are there only 4 strings in the "migrate-7.x-2.4.de.po"-file instead of 95 + 17 strings in the *.pot-files of "migrate ui" and "migrate".

Something is wrong.
