And perhaps more importantly, which code should I be working from?

I've started doing some serious cleanup on the 7.x-1.x branch in my sandboxbut there is partially complete work in the 7.x-1.x-rules and 7.x-1.x-bleed branches, and also some unmerged code in L-four's sandbox. Also, is 7.x-1.x a port of 6.x-1.x or 6.x-2.x?

Is there an updated roadmap of what needs to be done? I'd really like to get this module moving again but first I need to know where we're at...

I spent some time looking through the commits...

It looks like all of L-four's sandbox commits are in 7.x-1.x-dev from what I can tell. There is nothing useful in 7.x-1.x-bleed branch. 7.x-1.x-rules is L-fours initial commits for rules integration which I would just ignore until the port is further along. So the 7.x-1.x-dev branch is the correct one to work from.

From the files present, 7.x-1.x appears to be a port of 6.x-2.x.
