The Live CSS tab disappears when jQuery Update is enabled and set to any version of jQuery above 1.5. This behavior exists with both Firefox and Chrome at their latest levels under Windows; I can't speak to other platforms.

More and more contributed modules are becoming dependent upon jQuery at higher levels. It's a shame, and a pain, not to be able to use Live CSS when these other modules become necessary.

What is the version of jQuery Update that you are using? This is actually a bug related to this issue for jQuery Update.

Strange that you have to go lower than 1.7 though. I've actually encountered this bug as well and it fails me at jQuery 1.8 and higher but drop to 1.7 or below and all is well.

Try updating your jQuery Update module to 7.x-2.x-dev and report back here with any changes.

If the problem persists, go to your Chrome dev tools console and find the actual errors occurring and copy/paste them here.

Somehow this is fixed when jQuery Update allows for jQuery UI to use version 1.10 or higher. Take some time to upgrade your jquery_update module to the latest -dev, set your "default" version to 1.10, admin version set to default and fiddle with the sources (clearing cache and clearing browser cache in between each change) until it works for you.

This is the most round-about sorry excuse for a fix I've ever spoken but until jQuery figures this out, it'll have to do.

I may create a Javascript-only version soon to see if it alleviates the issue all together. For now though, the latest -dev of both Live CSS and jQuery Update should suffice.

Change status of this issue if you find otherwise and give details of the problem (console outputs and error logs especially) along with browser and OS versions and other modules enabled.

After some testing, I have found that the Live CSS tab disappears when jQuery Update is set to 1.9 or 1.10 *and* there is a Superfish menu on the page. Using 1.8 and below is fine and using 1.9 or 1.10 without a Superfish menu is fine. Should I be posting this issue in jQuery Update or Superfish instead of Live CSS?
