I got this error on trying to install the module:

Drupal\Core\Extension\InfoParserException: The 'core_version_requirement' constraint (9.3.9) requires the 'core' key not be set in temporary://update-extraction-74719cdc/library_manager/tests/library_manager_test/library_manager_test.info.yml in Drupal\Core\Extension\InfoParserDynamic->parse() (line 88 of core/lib/Drupal/Core/Extension/InfoParserDynamic.php).
