Why is the -dev branch of this module (http://drupalcode.org/project/leaflet_widget.git/tree/69c413a0162ae2a717...) not available for download from the main project page?
The dev version is interesting since it supports the Geofield 2.x branch (see https://drupal.org/node/1834446). By the way this compatibility is not indicated in the "Requires" section of the project page.

Furthermore i'd like to post an issue related to the -dev branch.

From a technical point of view, I think 7.x-1.x-dev is not linked because it is exactly the same commit as 7.x-1.0-beta2, and the geofield-2.x branch is not linked because it doesn't follow Drupal naming conventions.

The geofield-2.x issue (https://drupal.org/node/1834446) is linked. You can help by reviewing the existing patch and working on the problem you've found in that issue.

There is not much interest in displaying the 7.x-1.x branch on the project page, since it is no longer maintained. The 7.x-2.x does appear, though.
