Yes, definitely, it will have composer from the offset.
I am working with composer for another D8 project, wemakesouthampton.uk, which is based on lighting.
But for KitPerform, the basis will be pure Drupal 8 composer for the foundation, upon which curated modules and other dependencies will be included for the applications that KitPerform is aimed at. As well, custom module code and config.
