Active menus do not work with IE7 bug or by design?

Sorry about that. In IE7 not sure about ie6 the Activemenu shows up but when you scroll the page it diapers, then when I click on the Administer link the the square boxes with pluses show but do nothing and they are off set attached is a jpg.
