It is currently marked @deprecated.

That happened in #2933343: Define, document and mark scope of PHP and HTTP API

However, it was deprecated in 1.x with the intention to make it internal in 2.x.

While this is technically a BC break, we've been very clear that there is no PHP API in 2.x. This should happen before JSON:API is added to Drupal core.
