I am working on a multisite setup and cannot place jquery versions under the sites/all/libraries folder. I can place them in the libraries folder though, so I want to get the libraries folder to be read at installation time to prevent the module in not being installed.

Marking as duplicate of #2130013: Doesn't look for libraries in correct place for install profiles, multisite. There are already a few issues to deal with this, and I'm consolidating to that one.
