『Sorry, you've reached the maximum number of invitations.』in multilingual site with authenticated user role without English inte

I build a multilingual site.
When I use authenticated user role to invite in English interface, it works fine.
But when I use authenticated user role to invite without English interface, it displays 『Sorry, you've reached the maximum number of invitations.』 .
But when I use administrator role to invite, it works fine in all language interface.
