Room Reservation Emails Don't Provide Available Tokens or a WYSIWYG Editor

Problem/Motivation

The Reservation emails are presented as simple textareas with no tie into Drupal's existing formatted editor which would require a manager to understand HTML to utilize it. In addition there are a variety of token's that are included but there is no link to the Available Token's token tree.

Steps to reproduce

Open up System Config -> Room Reservations and then go to Reservation Emails and open up one of those under the link. The body has tokens listed but no link to Browse Available tokens and no editor. Since this is a HTML email the basic HTML format would be appropriate by default.

Proposed resolution

Add the token link for room reservations and convert the form text area into a text_format.
