Revoke InlineEntityForm maintainership privileges of @podarok [#3401655]

Problem/Motivation

Said person, contrary to the strategy agreed in #2576445: Inline Entity Form stable release plan, and ignoring basic semver and drupal.org maintainership rules, created a 2.x branch, and added numerous unreviewed commits, some of which added regressions, or contrary to needs-tests issue tags did not contain automated tests. According to comment #2576445-56: Inline Entity Form stable release plan, the person treated 2.0.x as a personal feature branch.

Quite some folks upgraded, some re-downgraded after experiencing regresseions. All in all this caused and is still causing substantial harm to community and ecosystem. (argh, argh)

For transparency: As maintainer i am revoking the privileges of said person, and notified them and all other maintainers. Also i plea other maintainers: Please do NOT grant maintainership permissions lightheartedly, because the rist of Dunning-Kruger is simply too high for a 100k Installs module like this.
