When resizing a gif image the animation brokes. And the result image loses the animation

@jpsolero thank you for your patch! I reused your code and moved some lines around to have the GIF logic to be in a seperate helper function (_imagick_process_frames). This way we can finish the other effects with less impact. At the moment Crop, Resize and Desaturate shoud work.

Let me know what you think of this approach.

I ported and completed the work for the D8 version. For D7 I just committed the Crop, Resize and Desaturate effects. If other effects are desired, feel free to write a patch.
