If image files are stored in some intermediate storage like Varnish, CDN etc., user does not see re-cropped images once they are re-cropped.

The easiest approach in the case is to rename re-cropped file each time, as it is proposed at https://www.drupal.org/node/1483980 for 7.x-2.x branch.
