I was trying to do something like this:

but on action list there is no "Overlay: file to canvas (watermark)".

I have "Add Overlay (watermark)" and "Add Overlay: source image to canvas" but it's not what I need.

Do you have any idea why?

Overlay, file to canvas, watermark - are all the same thing.

A watermark is a special case of an 'overlay', and technically, an overlay is placing an image file over top of the current working image - the "canvas".
It's just terminology. The wording was shortened last time I reviewed the docs.

Some folk think that a watermark is a special action all on its own - it's just layering two images together with positioning and transparency. This action provides the general case.
