I am getting the above error message when triing to upload a new image to my global gallery. The image_gallery_max_kb config item that this related to seems to be a limit on the user gallery. This option is only available to change when you have private galleries turned on.

Here is a patch that disables the personal checks when uploading to the public gallery.
