I noticed some flaky behavior and I'm not sure if it is image.module or something about the way content restrictions are applied to blocks. I want to restrict the random image block from certain content types. However, it does not seem to work for blog content types. Even if I "restrict" the random image block by checking all of the boxes, the random image block does not appear for blog nodes. Any ideas?

Sounds like things work as they should: restrict the block, it won't appear where it's restricted.

If it's still a problem, you might want to open another issue - try to post this in the block issue queue, then, though.
