Currently, the setting which allows user to "view original image" is global: Admin->Settings->Image. It is either "All" or "nothing" - users can view ALL original images or view NO original images.

I need the ability to selectively allow users to view original images. There are a number of wways in which this could be implemented:

1) By User Role
2) By Image Library
3) By Node

Is feature available (a patch ?), or could it be consider as in future upgrade to image module ?

This will not get into image module, I think. There is a project for image module to allow third party modules to control what sizes are accessible.
