I cannot upload a .png file with the UI, but I can upload the same file convert to .GIF
However, through the Devel Module, I am able to change the variable to the correct path and file.

Maybe you can provide me with additional information?

What would help me is:
- Step by step instructions on how to duplicate the problem
- Your exact version of Drupal
- The exact error message you see
- A screen shot would be even better
- Step-by-step instructions on how you got the path to work with Devel
