This occurs with menu translation enabled and 'set current language as default for new content' enable on the content type

Steps to reproduce:
1. Edit page content type
2. Enable 'Set current language as default for new content.' under multilanguage options
3. With English as the current language: Create a new language neutral page with a menu entry

The new page will be created as language neutral, but the menu entry will be English (and only show up when viewing the site in English)

This can be worked around by manually editing the menu entry and changing language to 'All languages'. But this seems like a bug to me

To clarify: this doesn't happen for content types where 'Set current language as default for new content' is not enabled
