To reproduce:
* In Aegir, create a Drupal user with a role such as "aegir administrator"
* Double-check that the role has the "Manage site HTTPS settings" permission (admin - people - permissions)
* Login as that user
* Go to a site, edit the node, and try to change the encryption settings.
Result: those settings are not visible to that user.
