Non-user 1 cannot create a site on aegir if https is enabled or required on install [#3107289]

I person has the following permissions:
aegir account manager
aegir administrator
aegir client
aegir platform manager

They hit enter on the site add page.

There is an error:
Please choose a valid profile
Please choose a valid platform

Which permissions does the person need to have?

This is due to https being set to required on site creation. There was another issue like this that I cannot find.

The non-super user can create a site if ssl is not enabled.
They can then go back and enable ssl.

A site cannot be created and have ssl enabled at the same time unless you are user 1

if I add the administer role, then I can add ssl as enabled or required while doing a site install.
