The 'Pull Trigger URL' is only shown when _hosting_git_site_or_platform_enabled() returns true....

Than function checks for HOSTING_PLATFORM_ENABLED but HOSTING_PLATFORM_LOCKED also seems ok. As the definition of locked is 'This platform has been locked, new sites will not be allowed to use it.'
