There needs to be a way to control what platforms and profiles are available to aegir clients if they are allowed to create sites

See also #558450: platform access control / permissions - the patch needs testing and improvements added to 'hide' platforms (and thus profiles) from the client on site node form.

Feels ugly to call this a duplicate since it came first, but the other one has all the discussion/patches.
