Please see W3C accessibility guidelines at https://www.w3.org/TR/WCAG20-TECHS/F36.html and https://www.w3.org/TR/UNDERSTANDING-WCAG20/consistent-behavior-unpredict... for more information. Basically, it is a violation of accessibility standards for a form to submit without the user choosing to do so. The behaviour of this module is such that if a user navigates to a language option and then clicks or tabs or in some way moves away from the form, it automatically submits and the language is changed, even if the user did not intend the change. This can be very confusing and disorienting for people with a variety of disabilities. To correct this, the form should contain a submit button and language should only change on a user activating this submit button.
