Allow an option to block at least view access on nodes

Problem/Motivation

The following code always return TRUE on node permissions because each role incl. anonymous needs the permission "View published content".

$access_operation = $account->hasPermission($check_perm);

Steps to reproduce

Configure grant for a node type and view is still always allowed.

Proposed resolution

Add an option to skip the "View published content" Situation.
